Considering:

Apache 2.2: is already more then 2 years official legacy. External party modules are hardly maintained anymore or the authors are gone.

Apache 2.4: available for 4 years.

OpenSSL: End of life of OpenSSL 0.9.8 (December 2015), current state is only security fixes.

VC9: is already 8 years old. VC10 is preferred over VC9. VC10 loads VC9 modules, which is supported.

VC10: is the latest Visual Studio which supports XP and 2003. Still there are quite some XP/2003 users, so we keeping VC10.

Now we have
VC14 2.4 : OpenSSL 1.0.2a
VC11 2.4 : OpenSSL 1.0.1m
VC10 2.4 and 2.2 : OpenSSL 1.0.1m and for Win32 0.9.8zf
VC9 2.4 and 2.2 : OpenSSL 1.0.1m and 0.9.8zf

Plan:

Starting mid July 2015:
VC14 2.4 : OpenSSL 1.0.2b
VC11 2.4 : OpenSSL 1.0.1n
VC10 2.4 : OpenSSL 1.0.1n
Drop VC9
Drop 2.2 (you have been encouraged to upgrade to 2.4 for 4 years, contact me by mail when you really need 2.2).

Considering VC10 builds are pretty stable.

Additionally I have been successfully running them in production with several custom built/patched PHP versions tailored to customers needs, from VC6 PHP 5.2/5.3, VC9 PHP 5.4/5.5 and VC11 5.5/5.6, all built with OpenSSL 1.0.1 series in mind.

Also 0.9.8 OpenSSL series will reach EOL in end of December 2015 as far as I am aware of, so I got no problem with stop building those.

I think this plan is friendly enough for my use.
