unable to mod_rewrite in .htaccess

Hello everyone
I am using freebsd 6.0 and apache 1.3 where i would like to rewrite my links with .htaccess file.Here is the file content:

RewriteEngine On
RewriteRule ^tiktak(.*)$ ftp/tst/pro.cgi/$1 [QSA,L]

I would like to rewrite links http://ip/tiktak to http://ip/ftp/tst/pro.cgi
It looks as apache doesn't read the htaccess file. Also i have tried to set the same config in httpd.conf like this :

<Directory "/usr/local/www/data">
Options Indexes FollowSymLinks
AllowOverride All
RewriteEngine On
RewriteRule "^tiktak(.*)$" "ftp/tst/pro.cgi/$1" [QSA,L]
</Directory>

and this one works ok. So i appreciate any idea of why apache doesn;t read htaccess . Thank you

it is seasier to use script alias
