Looks like this is becoming the GA,voting is now taking place at ASF.
Be aware that this is all fairly new and experimental ! For the latest stable, download the 2.2.21 version

Planned after 2.4.0 is official from ASF, and 2.3.16 has no important changes for Windows.
Voting at ASF shows till now, that there are some issues.
For Win there are two hard ones:
SSL, reported by us, see posts:

Balancer, reported by James Blond.
When you do not use SSL and/or Balancer, all looks fine.
To overcome the SSL issue, Apachelounge runs 2.2.21 in front of 2.3 with reverse proxy.

Expected that there is a 2.4.1 coming, 2.4.0 has too any issues.
