We decided to fix something which always annoyed us with Apache - the fact that "graceful restarts" and "shutdowns" don't work right on Windows. Bugs in httpd-2.2.8, and in mod_fcgid are found.
Apache 2.2.8a with apr-1.2.12 apr-util-1.2.12 apr-iconv-1.2.1 openssl-0.9.8h+asm zlib-1.2.3+asm
+ DSO enabled + "Restart/Shutdown" and "Windows console" fixes
Download link removed, fixes are in 2.2.9 now
When you use mod_fcgid, see www.apachelounge.com/viewtopic.php?p=11003 . Mod_fcgid was also preventing Apache from performing a "graceful" restart.
