With some additional software issues are popping up with OpenSSL 1.0.x.

Special PHP bug reports that OpenSSL functions are given issues with OpenSSL 1.0.x when you run it as module, see as example: https://bugs.php.net/bug.php?id=55470.

At the download page here is a download now to downgrade to OpenSSL 0.9.8 for 2.2 and 2.4.

No need to downgrade when you do not use OpenSSL functions in PHP, and no need when you are running FastCGI (mod_fcgid).

Received a note from the PHP team:

People using php's binaries from http://windows.php.net/download/ with openssl must use openssl 0.9.8 builds. Mixing ssl versions in the same process causes crashes.
