A 403 response means you don't have permission to access a web page or resource on the server.

If your site is not configured to specifically restrict access, then the problem is that the Apache process doesn't have access to the content in question, so check your Apache error log file to see where the access problem lies.

Have you granted access to the appropriate site content in your Apache configuration, e.g.
Code:
<Directory "[path to your web site content]">
    Options Indexes FollowSymLinks
    AllowOverride None
    Require all granted
</Directory>

If you need further help, apart from checking Apache documentation, you'll propably need to post the relevant sections of your configuration.

Another possible reason for a 403 is that the webser has no rights to access to file.
If the file is not on the drive then it is a 404. If it is there but the webserver-process is not allowed to access it it is a 403.
