hello everyone
is there apachectl tool for windows releases. I want to reload apache configuration without restarting but i dont know how.

There is no apachectl for windows. Restart is the only way I know. Even graceful is not available for Windows.

net stop apache2.2
net start apache2.2

\apache\httpd -k restart

However I have found that the restart is not totally reliable and can leave the apache service not started. I generally use stop - start which only takes a few seconds and is safe.
