My restart command doesn't work. I run httpd -k restart, and it seems to complete without error, and then the webserver times out on all requests. I can still do httpd -k stop and httpd -k start, but it takes much longer for it to completely close and then start the server. I can restart from a batch file that runs the two command separately, but I want to know why a regular old restart doesn't work.

Which OS do you use? Which version of apache? Any third party modules? What does your error log tell us?
