I download mod_security-2.5.12-win32
and I put all the *.conf into Apache folder

I found if I put "modsecurity_35_bad_robots.data" & "modsecurity_crs_35_bad_robots.conf" into Apache foloder, It's not working.

The Error log said:
The Apache service named reported the following error:
>>> Error creating rule: Could not open phrase file "C:/Apache2/conf/rules/modsecurity_35_scanners.data": \xa8t\xb2\xce\xa7\xe4\xa4\xa3\xa8\xec\xab\xfc\xa9w\xaa\xba\xc0\xc9\xae\xd7\xa1C

The Apache service named reported the following error:
>>> Syntax error on line 19 of C:/Apache2/conf/rules/modsecurity_crs_35_bad_robots.conf:

Maybe you tell us what is on that line?

A workaround could be to comment out that line or edit it.
