What operantion caused this? Did you start a PHP script? Started Apache?
Which Version of MySQL do you use?

If this error was not caused by Apache or a PHP script, you can try this:

Reconfigure MySQL. If you have use MySQLInstanceConfig.exe

Without more information I can only guess!
