I just downloaded Apache 2.4.27 64-bit and it doesn't have the DLLs, libeay32.dll and ssleay32.dll, that were included in previous versions.
Are these still required for OpenSSL? |

No.
Our VC15 builds have now OpenSSL 1.1.
The naming has changed:
32 libssl-1_1.dll libcrypto-1_1.dll
64 libssl-1_1-x64.dll libssl-1_1-x64.dll |
