I actually planned to release 0.9, but eventually forgot about it.
Until I discovered James' email within my spam folder today. 
Version 0.9 released and available from (source, win32 2.0 binary):
http://celebnamer.celebworld.ws/stuff/mod_xsendfile/
Changes:- New configuration directive: XSendFileAllowAbove
- Initial FastCGI/CGI support
- Filter only added when needed
