We use apache web server running on centos .

We just found there are high hit rate from a few IP ( over 300,000 per days ) , these IP are from local ISP .

Would advise how can I identify is this a attack or normal access , what should I do ?

I would block that with my firewall, so it doesn't hit apache at all.
Maybe yozu can also contact your ISP and ask about it.
