Apache server goes down and then comes back up when CURLed

- Apache 2.4
- Ubuntu Server 18.04 LTS VM on Windows Server 2016
- PHP Version 7.2.7, MySQL Version 14.14 Distribution 5.7.13

Recently our Apache server has been having this weird error where it'll go down, and the only way to bring it back up i s to curl the address. We started investigating this by running Wireshark, and this is what was captured when it went down. Checking the log files returned no relevant information (just PHP warnings.)


The error first started persisting after a small power outage. We found when trying to troubleshoot the issue that running curl -L 24pin.tech will bring the website back up. It only lasts a few minutes until it goes back down.

Anything the in access log or error log? Windows event log?
