I rolled back to Apache 2.4.65 and seems to have gone away.
Running Windows Server 2022. With PHP 8.2.29 in fast cgi

Also, was wondering why your error report contains references to Apache 2.2 binaries?

UI[5]=Close Exception code c0000374 typically indicates a memory heap corruption, so do you have DLL's mixed from different versions of Apache, noting 2.4.66 has been built using a different toolset to earlier versions. |

Yes, downloaded lasts new version and used beyond compare to compare directories and files.
The Apache 2.2 directory has Apache 2.4 in it was old migration never changed the folder structure. |
